In the 1976 Supreme Court case Buckley v. Valeo, the Court defined political corruption as quid pro quo or "get for giving" corruption where campaign contributors brought direct favor or indirect access to candidates. This narrow definition, Hohenstein (history, Winona State U.) argues, has created a "backstop" that serves to obscure earlier historical understandings of corruption that may have shifted over time but broadly were concerned with the ability of some voices to overwhelm others in the process of deliberative democracy. In his history of the creation of the campaign finance system, he follows the treatment of corruption from 100 years prior to Buckley through to the Supreme Court's 2006 decision in Landell v.
